Exempt Organization Public Disclosure and Availability
Section 501(c)(3) organizations (charities) must make tax returns available for public inspection. Returns must be available for a three-year period beginning with the due date of the return (including any extension of time for filing). unrelated business income of the charity.
USAWE’s 501(c)3 organization Tax Returns, Articles of Incorporation, charitable and educational purposes and IRS 501(c)3 Approval Letter are available and posted to our website on the Corporate > Records page.

Decisions by Email May 2
- Approve the USA Working Equitation 2022 990-EZ IRS Form prepared by Taylor Roth and Company in Denver CO.
- Approve a budget increase of $630 for the June 2023 EOH Licensed Officials Seminar in Woodstock IL to cover the expense of setting up GIRA for silent judging.
Board of Directors Meeting – May 10
- Approve Authorize Account Signers (President, President Elect, Secretary), with secondary approval, to move USAWE funds between accounts.
- incorporating “live testing” with two ‘S’ Judges as a requirement for judge advancement in the Licensed Officials Program with USAWE paying for one ‘S’ Judge and one LOC representative; expenses not to exceed $2500.
- Approve Andre Ganc as a USAWE “r” judge.
- Approve a “USAWE Youth Rider Club” Facebook private group.
- Authorize USAWE to pay the entry fee (maximum of $550) for an International Committee approved competitor to compete in the 2023 WAWE Youth and Young Rider Championship Show in Portugal.
- Reaffirm the policy that the USAWE.org website calendar is for posting licensed shows approved by the Competitions Committee and for events hosted by current USAWE members, USAWE Committees and current Affiliate Organizations that use recognized USAWE Coaches, accredited USAWE Licensed Officials and WAWE officials.

- Appoint Kimberly Hillyer as Competitions Committee Chair, effective immediately.
- Update U.S. Rules for Working Equitation, Rev 6.1, section 3.20b, exceptions (blue font) as follows:
Exception 1: Clinics may be offered prior to a competition to competitors who have not competed above Level 1; auditing is not restricted.
Exception 2: Attendance at Licensed Officials Committee seminar classroom sessions prior to a competition is permitted. Schooling shows prior to a licensed competition are acceptable. Clinics, group sessions, or private instruction are permitted after a competition.

- Authorize the purchase of a USAWE stall banner and USAWE branded apparel (cost not to exceed $400) for the 2023 Junior and Young Rider International Committee approved competitor (and chaperone) competing in the 2023 WAWE Junior and Young Rider World Championship July 4-8, 2023 in Ponte de Lima, Portugal.

Corporate Meetings
The Board of Directors (BOD) regular meeting is scheduled the 2nd Wednesday of each month. All USAWE Members in good standing are welcome to attend as a silent participant.
No June Meeting. Next BOD meeting is scheduled Wednesday July 12, 2023 5:00-6:30 pm Pacific time and will take place virtually via Zoom.
Please contact Secretary Kris Blacklock (Secretary@usawe.org) at least 24 hours in advance of the meeting if you would like the Zoom meeting room access information. Requests for access arriving less than 24 hours prior to the meeting are not guaranteed a response.

Agenda items for board consideration shall be submitted using an online Google Form located on the usawe.org website > Corporate > Records > Board Agenda Item Request Form
Officers, Directors and Committee Chairs will use the new Board Agenda Item Request Form to submit agenda items for board consideration. Individual Members are asked to contact their Regional or At-Large Director to request Agenda Item submission. The Board welcomes requests, proposals and recommendations submitted through Committee Chairs, Regional Directors and Officers, so we can better serve our members’ and organization’s needs.
